Mr. Sloan was a member of Sandy Level Baptist Church. He attended Columbia public schools and graduated in 1968 from Palmer College with an Associate Degree in Business Administration. Mr. Sloan joined the Richland County Sheriff's Department in January, 1970, as a deputy sheriff and was promoted to investigator in August, 1971. Mr. Sloan was a member of Sandy Level Baptist Church. He attended Columbia public schools and graduated in 1968 from Palmer College with an Associate Degree in Business Administration. Mr. Sloan joined the Richland County Sheriff's Department in January, 1970, as a deputy sheriff and was promoted to investigator in August, 1971. In 1973, he formed the original "Deputy Billy" character, a television show aimed at promoting positive attitudes toward law enforcement to our young citizens. Mr. Sloan was selected as the Jaycee's Law Enforcement Officer of the Year for 1973. In April, 1979, he resigned from the Richland County Sheriff's Department to offer for Blythewood Magistrate. He was elected and served in that capacity through December, 1981. In January, 1982, he returned to the Richland County Sheriff's Department as Inspector, the number three position within the Department after the Sheriff and Chief Deputy. His overwhelming responsibilities included being informed of the entire operation of the Department, dealing with the public and its various problems and complaints, and speaking to groups of citizens of the county when called upon. Mr. Sloan graduated from the FBI Academy in Quantico, Virginia in December of 1982. He resigned from the Richland County Sheriff's Department in March, 1988 to offer for the office of Sheriff of Richland County and he was elected sheriff in the general election on November 8, 1988. He took the oath of office as sheriff on January 3, 1989. He was re-elected for the second term as sheriff in November, 1992. Surviving are his wife, Cathy C. Sloan of Lexington; daughters, Susan Sloan of Columbia, and Allison Ergle and husband, Jody of Gilbert.
