One of them wanted to break the ice by sending the locomotive into the tunnel to knock it down and push it out of the way. The other one wanted to break the ice by sending the caboose into the tunnel. I'm not sure which person suggested which idea, but the caboose is made of wood and would be much more fragile than the steel locomotive in this situation.
