Parks was born June 4, 1839, in Rappahannock County, Virginia, a son of John Graves Parks and Susan Pannell Stewart Parks. His father was a civil engineer and farmer, and the son of Gabriel Parks and Elizabeth Botts Parks. Parks was educated in "Old Field", a private school in Rappahannock County, remaining there until the age of fifteen, when he entered "Bleak Hill Seminary." After finishing at "Bleak Hill", Parks taught in Madison County, Virginia for eighteen months before relocating to Luray in 1858 and opening a private school. Sometime thereafter, he went west for a brief period of time, before returning to Page and gaining employment in the county clerk's office. While in this position, he began preparing for a profession in law and was admitted to the Page County bar in January 1861. Before Parks could become "fairly established" as a new lawyer, the Civil War broke out and he joined the Page Volunteers (later known as Co. K, 10th Virginia Infantry) and was commissioned a second lieutenant. After Captain William T. Young was dropped from the company rolls as the company commander, Parks was elected in his place as the new captain. Barely over two weeks after receiving the post as company commander, Parks was wounded in the right foot at the Battle of McDowell, on May 8, 1862. Though he returned to duty in October, the wound was too inhibiting to infantry service, and he was detailed as a conscription officer beginning in January 1863. Later that year, he was appointed the enrolling officer for Page County, by order of the Secretary of War. He resigned on February 25, 1864, and resumed teaching in Page County for two sessions. After the close of the war, he returned to law, and married on February 7, 1871 to Elizabeth Minerva Grayson (1841-1904), a daughter of Benjamin Franklin Grayson and Elizabeth Coffman Grayson. The couple only had two children, Susan Virginia, who married Frank W. Berry; and Emma, who married E.S. Morris and later resided in Atlanta, Georgia. By the mid 1870s, Parks was elevated in the legal profession, serving as the Commonwealth's Attorney for Page County in 1874, 1888-1904, and again from 1920-1922. A Democrat, he also had an active political career during this time, serving in the Virginia Legislature from 1894-1900, and one term in the state senate, from 1906-1908. He also served as a delegate to the Virginia Constitutional Convention, representing Page and Rappahannock counties. In addition to his service in law and politics, Parks also remained active in veterans' affairs and other local organizations. A charter member of the Rosser-Gibbons Camp, No. 89, Confederate Veterans, he also served as the camp's commander and as third brigade commander of the Virginia Division of the United Confederate Veterans. He also served as Master of the Lafayette Lodge, No. 127, A.F.& A.M. Richard S. Parks died on March 27, 1922 and was buried in Green Hill Cemetery, next to his wife, and near his parents. It was said of him that he was "known throughout Virginia for his eloquence and masterly brain." Richard S. Parks' only sibling was James Gabriel Parks, later a sergeant major of the 7th Virginia Infantry, who was shot through the lungs at Second Manassas, survived the wound, and later resided in Cotton Hill, Fayette County, West Virginia.
