He was an Orangeburg County native who grew up in North. Raised on a farm in rural Orangeburg County, Clyde never forgot from where he came. Clyde Burns, as he was known in his hometown, grew up in North. He was the son of the late Atn Burns Livingston of North and Charlotte Vallentine Livingston, originally from Cope. He was predeceased by his wife of 28 years, Emilie Almeida Livingston, in 2013. Clyde was a graduate of North High School and the University of South Carolina. After working for Ernst & Young in Atlanta, Clyde arrived in Orangeburg in his mid-twenties. He was sole-proprietor of Clyde B. Livingston, CPA. He also worked for Frank A. Wright, CPA, PA, the South Carolina Budget and Control Board and participated in several business ventures throughout his career. He began serving on the Orangeburg County Council in 1995. He was the president of the student body in high school and very active in 4-H. He was a former chairman of the Orangeburg County Democratic Party. The certified public accountant won election in 1992 to the non-partisan Soil and Water Conservation District, where he served before being elected to represent Orangeburg County Council District 6. As a County Council member, Livingston was the brains behind the CREST (Community Resources Enhancement Sites Trust) program. As a councilman, he served on the board of the Three Rivers Solid Waste Authority, the board of the S. C. Association of Counties Workmen's Comp Trust and Property and Liability Insurance Trust and the Lower Savannah Council of Governments. Clyde was an accountant by trade, but his true passion was local politics. Clyde served continuously on Orangeburg County Council from 1993 until his death. He was a member of the South Carolina Council of Counties Insurance Trust Programs Board of Trustees and the Lower Savannah Council of Governments. He also served as an Orangeburg County Soil and Water Conservation Commissioner before becoming a member of county council. He enjoyed getting to know and helping people. He will be remembered for his strong personality, caring heart and desire to better his community. Clyde is survived by his daughter, Adriane Culler Livingston Radeker (Andrew); and his two grandchildren: Scott Livingston Radeker and Caroline Adams Radeker, all of Columbia; his three stepdaughters: Merritt Hammet (Robert) of Monetta, Eleanor Hammet Peterkin of Fort Motte, and Claudia Inabinet Hanley of Charleston; and his stepgrandchildren: Bailey and Casey Inabinet, Jessie Wannamaker McMichael (Russell) of Columbia, Emilie Amar Oliver (Flash) of Columbia and John Hughes Wannamaker (Carolyn) of Orangeburg, and Jessie's son, Jackson Owen McMichael. He is also survived by his sister, Emma Lou Livingston Martin (Thompson) and her daughter. A memorial service will be held at North United Methodist Church, 8301 Salley Road in North, on Saturday, July 22, 2017 at 10 AM. The family will receive friends immediately after the memorial service in the church parish hall. A private burial service will be held at Pen Branch Cemetery in North. Adriane would like to thank Drew Radeker, Nancy Livingston, Jessie Wannamaker, Emilie Oliver, Hughes Wannamaker, Misty Wannamaker, Carolyn Smart, Melvin Haynes, Jackie Robinson, David Farr, Richard Union, Renee Parker, Orangeburg County Council and Administration, and the physicians, nurses and staff at the Regional Medical Center for their kindness and support during Clyde's final years.
