Phipps was born near Salem, Washington county, Indiana, February 19, 1831, died at his home five miles southeast of Skidmore, Missouri, January 23, 1913, aged eighty one years, eleven months and four days. When nine years of age he moved with his parents to Adams county, Illinois, and settled near Quincy. Later they moved to Bigneck, Illinois, where he grew to manhood. He was the eldest of nine children. He was married December 24, 1854 to Cecilia Cecil at Quincy, Illinois. To this union were born ten children of whom four are living. The eldest child Lawrence of Wichita, Kansas; Owen C. of Polson, Montana; Mrs. Margaret Mann of Mound City, Missouri; and Millie C. at home, who has been her father's housekeeper since the death of his wife four years ago in July. Mr. Phipps moved his family to Missouri in the fall of 1869 and purchased the farm on which he resided continuously with the exception of six years when he lived in the eastern part of the county. Mr. Phipps had been in failing health for several years, but was able to attend to his affairs until a few weeks before his death, which was caused by heart failure. Although old and feeble he still wanted to live and did not fear death. Mr. Phipps received his education in the common schools of Indiana and Illinois. He was a well read man, had a strong mind and was well posted on politics and other affairs of the day. In politics Mr. Phipps was a Republican. He was not a member of any order or church. He was an honest upright citizen, a good neighbor and a good man in his home. He will be greatly missed by his neighbors and children. The funeral was held at the family home Saturday morning, January 25, conducted, at his request, by Rev. Reuben Barrett. He was laid to rest in the Masonic cemetery by the side of his wife. Those left to mourn his loss are four children, seven grandchildren, one adopted grandchild and four great-grandchildren, the children of Elmer G. Mann, of Almira, Washington, and his youngest brother, Logan S. of Maryville, Missouri. The pall bearers were Messrs. Edward and Sylvester Bosley, Miles Cook, Elwood Miller, Green Mast and Robert Campbell."
