He was assigned to the USS Saratoga in Philadelphia, Penn., when the ship was brought into service and recommissioned. He was stationed at the Mayport Naval Air Station in Florida. He was promoted to Fire Control Chief in 1988. On July 7, 1990, he married Lori Dudley in Union. Survivors include his wife, Lori, Union; a son, stepfather and mother, Clarence and Eleanor Moore, rural Union; his father, William Shukers, Cedar Rapids; two sisters, Pamela Wilhelm, Cedar Falls, and Karen Slocum, Albion; a brother, Patrick Moore, Union; and his step-grandmother, Esther Reisinger, Union. He was preceded in death by his grandparents, Warren and Bernice Reisinger. from Marshalltown IA newspaper Times Republican dated Thursday December 27 1990 ------------------------------------------- HAIFA, ISRAEL — Officials said Saturday that at least 19 American sailors drowned after an Israeli launch ferrying more than 100 of them to the aircraft carrier Saratoga capsized late Friday and sank in Haifa Bay. Scores of other sailors were plucked from choppy seas by American and Israeli rescuers. The men aboard the launch were returning from their first day of shore leave after duty in the Red Sea as part of Operation Desert Shield. The Navy said it would not have a final death toll until it carried out an emergency muster and head count of 1,650 sailors on shore leave. The Navy released some of the names of the dead Saturday night. One of the victims was Jeffrey A. Settimi, 25, of Ft. Wayne, Ind., a mess management specialist seaman apprentice. Another was Jeffrey W. Shukers, 28, of Union, Iowa, a fire control chief. The Navy established a toll-free telephone number, (800) 255-3808, for relatives of Saratoga crew members to call for information. Many of the survivors were treated at local hospitals. Dr. Zvi Ben-Yishai, a spokesman at Rambam Hospital in Haifa, said that 27 sailors had been treated there, most suffering from fatigue and hypothermia. Separate inquires into the accident will be conducted by the Israeli Transportation Ministry, the Israeli police and the U.S. Sixth Fleet, but authorities from both countries ruled out sabotage as the cause. The incident occurred late Friday, just minutes before midnight. The Saratoga was moored in Haifa`s outer harbor about one mile from the mainland. According to some witnesses, the 57-foot motor launch drew to within about 200 to 400 yards of the Saratoga when it began shipping water over the stern. Other witnesses said the launch was even closer to the carrier. The bow of the launch rose up out of the water and the boat heeled over to the right, witnesses said. ``It just went down. Nobody had time to do anything,`` said Anthony Coleman, 22, a fireman aboard the Saratoga. ``It was like lightening just struck. There was all this water coming at you.`` Coleman, from Mobile, Ala., said he was in the water for 10 to 15 minutes, clinging to a flotation device, before he was picked up. Others described nightmarish moments of fear and panic in the launch`s enclosed lower cabin as sailors scrambled to push their way out the doors and windows against the incoming rush of water. ``Everybody was trying to crawl out of a little window . . . five, ten people on one window trying to crawl out,`` one sailor told Israel Army Radio. ``Thank God I got out. I looked up and all I could see was dark. I grabbed onto this guy`s leg and he pulled me up.`` Most of the dead were found trapped inside the cabin. Gen. Micha Ram, the senior commanding officer of the Israeli Navy, said that once the launch began taking water, it sank in 15 to 20 seconds.
