David was born on December 20, 1954, in Nevada, Iowa, the son of Paul and Donna (Kludas) Lundy. He was raised in rural Zearing on the family farm and graduated from NESCO High School in 1973. He earned a Bachelor of Science degree in Political Science from the University of Northern Iowa in 1977; Juris Doctor, cum laude, from Washington and Lee University in 1986; and Master of Laws in Taxation from the College of William and Mary in 1993. David worked as an attorney for over 30 years. He was employed by the Office of Associate Chief Counsel (International) at the Internal Revenue Service in Washington, D.C. since 2001, specializing in international tax treaties. Prior to that, he worked for private law firms in Virginia and New York, and clerked for federal judges in the U.S. Tax Court and U.S. Court of Federal Claims. He was a member of the Virginia and New York State Bar Associations. David is survived by his sister, Diane (John) Taylor, his brother, Daniel (Lezlie) Lundy, three nieces, four nephews, five grandnieces, and one grandnephew. He was preceded in death by his parents and grandparents. Fredregill Funeral & Cremation Care in Zearing was entrusted with funeral arrangements.
