With his father's death in 1900, his mother moved her eight children to a nearby Rowley, IA farm where David attended grade school. David skipped high school and attended Iowa State Teacher's College in Cedar Falls, Iowa for four years majoring in History and Economics. He entered in (1911) his Senior year the University of Iowa, Iowa City obtaining a B. A. Degree. He then attended U. of I. Law School for three years obtaining his law degree. While attending school in Iowa City, David managed the 200 acre farm near Rowley, leaving the school on Thursday or Friday and returning to the campus on Sunday after farming the weekend. At Iowa State Teacher's College he won the state Sons of the American Revolution prize for history, was a member of the intercollegiate debate team and business manager of the school newspaper. At the University of Iowa, he was editor of the Law School magazine and first president of the Law School Student Association. He was member of three fraternities, Phi Kappa Psi, Phi Delta Phi and Delta Sigma Rho. Graduating from Law School in 1915, he began practicing law in Waterloo, Iowa where he became President of an investment business and Director of a Bank. With the outbreak of WW I he was rejected for the first training camp. He then went to New York where the YMCA hired him to be in charge of all construction projects in France servicing servicemen. At the end of the war he helped sell off the YMCA properties in France yielding 42 million francs. Prior to the end of the war, he began serving in the Engineer Corps under General Charles DAWES. After the war, he served for a time as Illinois State Commander of the American Legion and lectured widely on foreign affairs. He had his own firm Shillinglaw, Bolger & Co. in Chicago and later associated with F. S. YANTIS & Co. of Chicago. He also was founder of First Radio Corp. which broadcast the first baseball game at Drake University, in Des Moines, Iowa in 1922. He was an active Republican precinct captain for twenty five years and chief doorkeeper at the Republican convention in Philadelphia when Wendell WILKE was nominated in 1940. From 1940 to 1944, he served as Assistant Director of Finance in Illinois Governor GREEN'S administration. Brother, Colin SHILLINGLAW remained in Iowa.
