Delmar Francis was born January 4, 1947 to Harry and Helen(Pazour) Toupal on the family farm in Brule County. Delmar Francis was born January 4, 1947 to Harry and Helen(Pazour) Toupal on the family farm in Brule County. He attended special education classes at the Mitchell ATC from 1959 until 1969 and then advanced to the facility's workshop. In 1978, he moved to Chamberlain and became a member of Dakota Milestones where he continued to work and be active in the various programs available to him until his health forced him to quit working.Delmar loved to watch old western movies and then pretend he was the "sheriff" or "marshall". He loved old country and western music especially Johnny Cash. Delmar was very patriotic in his love of flags and presidents. His favorite vacation was always a trip to Mount Rushmore. Each week was highlighted by going to Saturday evening Mass at St. James followed by his stop at McDonald's for his usual cheeseburger, fries, and a diet coke.Delmar passed away on March 2, 2015 at Sanford USD Medical Center in Sioux Falls, SD at the age of 68 years. Preceding him in death were his parents, a sister Mary, a brother Richard, and a special friend Polly Norton.
