Born October 24, 1928, in Spartanburg, SC, he was the son of the late William Harrison and Clarice (Allen) Blackwell. Mr. Blackwell was a U. S. Navy veteran and retired as a Major from the City of Spartanburg after 40 years of service as a police officer. A graveside service, with Masonic rites, was conducted at 1:00 PM Wednesday, May 23, 2012, in Greenlawn Memorial Gardens, by the Rev. Robert Emory.
