Mr. Harlan, a native of Van Buren county, was county attorney from 1898 to 1901 and a member of the Keosauqua law firm of Work, Brown and Harlan from 1901 to 1907, when he became assistant curator of the historical department. He became curator in 1909 and served 29 years until 1938. He was 72 years old, having been born in Spartansburg, Ind., in 1869. Mr. Harlan has bees(been) in serious condition after a stroke June 29. Mr. Harlan was widely known throughout the state and the nation, for in addition to his position as curator of the historical department, he served as an officer or director of numerous state and national conservation, park, historical and outdoor groups. He was secretary of the first Iowa State Conservation association, the Iowa Forestry conservation commission and the Iowa Plant Life commission, the Northern Mississippi Conservation congress, and was a founder and secretary of the National Convention on Parks. He was a leading proponent, and assisted in the development of the Iowa state capitol grounds extension, which eliminated slum areas about the capitol but was a bitter political issue. As a member of the state conservation commission, Mr. Harlan assisted in establishment of the Lacey-Keosauqua state park. Mr. Harlan's other activities included chairmanship of the Revolutionary War Memorial commission of Iowa, membership on the board of managers of the Outdoor Life Association of America, secretaryship of the Allison Memorial commission, of the Grenville M. Dodge Memorial commission and the Des Moines Fine Arts commission. He was a founder of the Mississippi Valley Historical association and was a member of the Iowa Library association, Iowa State Historical society, American Historical association, American Academy of Political and Social Science and numerous other state and national groups. Mr. Harlan was the son of Samuel A. and Miranda Ellen (Rubey) Harlan. He is survived by his wife, Minnie C. (Duffield) Harlan, and five sons and daughters, John Edgar Harlan of Ames, George C. Harlan of Pueblo, Colo., James Rubey Harlan of Spirit Lake, Mrs. Barrett Brown of Des Moines, and Mrs. James Willoby of Des Moines. Also surviving are three half-brothers, Clarence Harlan of Stockport; Walter of California and Stephen, Des Moines. Source: Van Buren Co.
