Read More	Published in Ottumwa Courier (Dec. 24, 2014): OTTUMWA — Francis Thomas “Frank” Carr, 81, died Dec. 21, 2014, at home. He was born Sept. 24, 1931, in Melrose to Francis and Jane O’Brien Carr. In 1951, he graduated from Albia High School. He married Jane McWilliams Oct. 26, 2001. A senior master sergeant in the Air Force, he served 21 years in the service, 11 of which were in Japan. After leaving the service, he earned a master's degree in hospital administration from the University of Maryland and was an AA member for 37 years, which led to his working for Public Health and Family Recovery plus being the director of behavioral health at Ottumwa Regional until his retirement. For 11 years, he and Jane played golf as often as they could. Survivors include his wife, Jane; Jane’s three sons, Judd (Michelle) Yetley and Jon (Christy) Yetley, both of Coralville, Iowa, and Jason Yetley of Rochester, Minnesota; seven grandchildren; two sisters, Jean Sheedy and Marge Bates, both of Bettendorf, Iowa; and a special nephew, Tadashi Hattori of New York. His body has been cremated. He was preceded in death by his parents; three brothers, Edward, John, and Joe Carr; and two sisters, Katherine and Mary. A memorial service will be held 10 a.m. Saturday at St. Mary of the Visitation, Father Tim Sheedy officiating. Burial will be in the Weller cemetery near Melrose.
