After graduating from The College of William & Mary in 1940, he was editor of a newspaper called the Loudoun News. Then, after his father died, he ran the family business, Raflo's Clothing Store on King Street, with his wife, Frances Atwell Raflo. In the 1950s, he got into politics, starting with Leesburg Town Council. He served as Leesburg mayor for one term in the early 1960s, and on the Board of Supervisors from 1972 to 1986. Then, for nearly two more decades, he advocated for localities on the state Commission on Local Government. Raflo served on numerous committees and organizations ranging from the Mental Health and Retardation Board to the Northern Virginia Park Authority. He also wrote books and papers on local history and lore, including "Hauntings and Happenings of Loudoun," "A Walk Around Leesburg" and "Within the Iron Gates"; the latter was based on research in the Times-Mirror archives. He wrote columns for newspapers including the Times-Mirror. He was fondly known as " Mr. Leesburg" and "Mr. Loudoun". A park in Leesburg is named after him. Raflo was named Times-Mirror Citizen of the Year after just one year as supervisor. The article about the honor, on Dec. 27, 1973, cited his "consummate intelligence, inexhaustible energy and the ability to motivate." Those who spent time with him say he was always working to benefit the county. Brownell said even when he would go out to dinner with Raflo, the conversation invariably turned to government matters. Raflo was the son of Joseph Raflo and Fannie Bulitsky Raflo. The Raflo family was of Lithuanian descent. He was predeceased also by his daughter Joe Raflo; son Philip Raflo; and brother Harry Raflo. He is survived by his wife Frances Atwell Raflo; sons Paul Raflo of Stevensville, MD, and Alan Raflo of Blacksburg; grandson John-Paul Raflo; and great-grandchildren Josephine, Luke, and Delaney. Funeral services were held at 11 a.m. Thursday at Congregation Sha'are Shalom in Leesburg, followed by interment at Union Cemetery.
