Harley A. Yocum, the son of John Edward and Nannie Bell (Foley) Yocum Was born April 12th 1902 on a Platte County farm between Rushville and Bean Lake in Buchanan County, Missouri. He attended School in Missouri and Atchison. He married Lula Bradley December 22, 1922 in Leavenworth County, Kansas. Mrs. Yocum preceded him in death in 1953 and he is survived by his second wife Lois (Deviney) Yocum of the home. Mr. Yocum was Fire Chief of the Atchison Kansas fire department and was first employed with the department at the age of 19. He devoted more years working for the city of Atchison than any other city employe. He was administrative head of the department and as such was responsible for hiring personal making assignments, checking equipment and helping purchase any new items that the department needed. Chief Yocum began working for the department Jan. 1, 1921, when firemen were on duty 24 hours a day with one night off each week. On May 15 1925 the two-shift system was started. He first was assigned to the West Atchison Station where he worked about 11 years until that station was closed. He was then transferred to the downtown station. Chief Yocum was promoted to captain Feb. 1, 1934 to assistant chief Aug. 15, 1944, and to chief June 1, 1947. He succeeded Joe Dolacek, retired. For two years before he became a member of the department he drove a tank wagon for Sinclair Oil Co. During the years he attended many fire schools in Topeka, Lawrence, Witchita and Hutchinson. In 1942 he was one of two firemen from Kansas selected to attend a course for instructors in fire fighting at Oklahoma A & M at Stillwater. After his training, he taught courses in fire fighting at Parsons and Iola and other places in order that others might become instructors and teach auxiliary firemen in their own communities. In 1943 he was granted a leave of absence by the city to give courses for firemen at the Sunflower Ordinance Works near Lawrence at the Jayhawk Chemical Works at Pittsburg, and the ordinance plant at Parsons. During this period he was employed by the defense department to instruct firemen for these plants. Several hundred persons attended the courses. Chief Yocum taught in Kansas fireman's schools in 1948 and 1949. He recalls the worst fire he helped fight in Atchison was the Blair Elevator fire in July, 1926 The wind was in the south and sparks from this blaze set fire to 45 other places. He retired from the Atchison Fire department in 1959. As a young man Mr. Yocum played the saxophone in several area big bands, Including Brownie's Orchestra. In retirement he was an avid gardener, he collected and sold antiques and owned and operated general stores at Sugar Lake Missouri, and Cummings Kansas. Yocum has four children, Mrs. Leslie (Barbara) Nottingham, Monrovia, Mrs. Maurice (Evelyn) Kellner, Merriam Kas., John Yocum of Independence, Mo and Donald Yocum of Kansas City, Mo. Mr. Yocum had six sisters: Grace, Agnes, Vina, Etta, Leona and Hazel, five brothers: Leonard, Theodore, Norman E., John Blythe (JB) and Clarence Edward.
