Harvey earned his Bachelor of Arts degree in 1881 from the University of Iowa, then went on to Union Theological Seminary in New York City, from which he was graduated in 1884. He was ordained to Presbyterian ministry in October 1884 by the Presbytery of Fort Dodge (Iowa). He served as pastor of the Presbyterian Church in Vail, Iowa from 1884 to 1890. He then served Second Presbyterian Church in Sioux City from 1890 to 1897. He then became the president of Buena Vista College in Iowa, 1897-1900. Beginning in 1900 he was pastor of Second Presbyterian Church in Council Bluffs, Iowa. He was the Stated Clerk of the Council Bluffs Presbytery for a time. He was also a member of the Board of Iowa Presbyterian Home Missions.
