Kerns, Sr., retired Chief of Police of the community of Leesburg for the past 29 years, for his dedicated service to the community and subsequently Candle-Lite. A dinner in his honor was held at the Friendly Village Inn by Wayne Donie, Vice President, Bill Higgins, Plant Manager, and other staff members. A gift was presented to him for his many years of service. Excerpt from "Leesburg Citizen" April 3, 1986 END OF AN ERA It was with apprehension that Jack Kerns accepted the title of police chief of the village of Leesburg back in 1957. In fact, the two councilmen who approached Kerns with the job prospect then, said to Kerns; "Just take it for awhile, until we can find someone else". Kerns, a Leesburg native, recalled. Twenty-nine years later, Kerns has at last hung up his hat as chief of police. "So, I took the job and it lasted a little over 29 years",Kerns said Tuesday while sitting in a chair at the antique store that has been in the Kerns family since 1923. Last Sunday, Kerns was honored for his years of service at a reception held at the community room of Leesburg Federal. Between 200 and 300 people attended the event. "I never expected anything at all...", said Kerns, concerning the reception attended by Highland County elected officials, as well as Congressman Bob McEwen and community persons. Kerns received proclamations, certificates and plaques from some of the guests, including a plaque from the village council and mayor of Leesburg, a clock with a plaque from Candle-Lite Corporation, a flag and certificate from McEwen, a proclamation from the village, letters from Highland Co. Common Pleas Judge Darrell Hottle and Superintendent of State Highway Patrol, Jack Walsh, and other recognition from Ohio House of Representative Harry Malott, Fairfield High School, Ohio Senator Cooper Snyder and Governor Richard Celeste. "The (reception) committee...certainly did a great job," said Kerns, age 60. Kerns said cards of appreciation continue to come in the mail and he presently owns "a stack of cards a foot high." Kerns began his job as chief on January 15, 1957; a time when Leesburg was thriving. "When I started here there were three hardware stores, four or five restaurants, a hotel and three grocery stores," said Kerns, who added that when the routes of travel through town were changed in 1962, the village itself suffered. While the complexion of the village has changed, Kerns said the duties of police chief have remained basically the same over the years. "I think there is more juvenile trouble today than there was back then," said Kerns, adding that the job back then and still today remains one when the chief is always on call with no standard 40-hour work week. Besides his duties as police chief, Kerns has been a special deputy sheriff for "27 or 28 years." He helped out on a couple of murders and "a world of automobile accidents all over the world", as a special deputy. Kerns is proud of one particular achievement during the 29 year tenure as chief. "In over 29 years we went without a fatal accident in town,", said the chief. That notable feat was achieved after a woman was killed in a car accident on West Main Street just three months before Kerns took over as chief. The most difficult thing Kerns has had to deal with as chief is "arresting people you've known all your life." "Since I was born and raised here, that was one of the toughest things I've had to do." But all that, as of March 1, 1986 has come to an end. "I'm sure I'm going to miss some of it," said the former chief who for now will operate the antique store and may become a part-time police officer in the future. "I've always been interested in helping people." "It's just the timing and I thought I'd done it for long enough." Jack and his wife, Betty, live in Leesburg. Jack has four step-children and one son. Kerns, age 77 of Leesburg died Wednesday, February 25, 2004 at the Clinton Memorial Hospital in Wilmington. He was born March 29, 1926 in Leesburg, Ohio the son of the late Eugene and Ethel Faris Kerns. Jack was the Chief of Police for the Village of Leesburg for over 30 years, a life member of the DAV and past member of the American Legion, a 1944 graduate of Leesburg High School, a member of the Highland County Senior Citizens, AARP and a member of the Leesburg Lions Club serving 17 years as chairman of the eye glass foundation. He also had owned and operated Kerns Antiques in Leesburg for many years. On June 7, 1966 in Leesburg, Ohio he married Betty Jane Kibler and she survives. Also surviving are his sons and daughter-in-law, Jack Kerns Jr. of Hillsboro, Tom and Leslie Rhoades of Columbus and Keith Rhoades of Leesburg, daughters and son-in-law, Linda Kay Rulon of Wilmington and Gale and Russ Jarmusch of Orlando, Florida, 12 grandchildren and 9 great grandchildren. In addition to parents, a brother,Robert Kerns, preceded him in death. Funeral services will be held 10:30 a.m. Saturday at the Turner Funeral Home in Leesburg. Pastor John Fitzgerald and Rev. Max Jackson will officiate. Burial, with military honors being presented by the Highland County Honor Guard, will follow in the Pleasant Hill Cemetery in Leesburg.
