William Holsinger, Common Pleas Judge Samuel E. Kramer, County Recorder Donald F. Lybarger, Municipal Judge David C. Meck, Jr., Jack A. Persky, Common Pleas Judge Homer G. Powell, William R. Pringle, Malvern E. Schultz, Common Pleas Judge Samuel H. Silbert, Mark G. Snow and Louis H. Wieber. Leader In Masonry A 33rd-degree Mason, Judge Ruhl was widely known in Ohio Masonry, having been grand master of the F. and A.M. in this state in 1924-25. Earning his way through school by teaching, he was graduated from Ohio Northern University with a B. S. degree in 1888. He received his M. S. and LL. B. degrees in 1891 and his LL. M. in 1905, all at Ohio Northern. His alma mater awarded him an LL. D. in 1923, and Mount Union College did likewise in 1926. In 1888 and 1889 Judge Ruhl was superintendent of schools at McComb, Ohio, and for the next two years he taught mathematics at Ohio Northern. He was admitted to the Ohio bar in 1891, to United States District Court in 1893 and the United States Supreme Court in 1901. Judge Ruhl was tax commissioner of Cuyahoga County in 1915. He became president of John Marshall School of Law in 1918 and, at his death, was chairman of the board of Cleveland-Marshall Law School. On Bench 10 Years The judge was appointed to Common Pleas Court, Jan. 4, 1923, by Gov. Harry L. Davis, and was elected to succeed himself in November, 1924. In 1926 he was re-elected to a six-year term, and he remained a member of the court until January, 1933. Judge Ruhl was first a member of Cleveland City Lodge of the Masons, into which he became initiated in 1903. He served as worshipful master in 1907-1908. In 1911 he became a member of and served as first worshipful master of Meridian Lodge, to which he belonged at his death. He was an honorary member of more than 20 other blue lodges. He was a past high priest of Cleveland Chapter, Royal Arch Masons; a past eminent commander of Holyrood Commandery, Knights Templar, and a past commander-in-chief of Lake Erie Consistory of the Scottish Rite. Judge Ruhl had served as a private, first lieutenant, captain and regimental adjutant, Fifth Regiment, Ohio National Guard. He was a member of Alpha Tau Omega and Delta Theta Phi fraternities. He also belonged to the Knights of Pythias. His wife, Mrs. Edna Sturgis Ruhl; two brothers, Lemuel and Isaac of Lisbon, and a sister, Mrs. Anna Wetzel of Pittsburgh, survive him. His first wife, the former Mary Williams, died in 1925.
