Description	:	South Carolina State Senator He was the son of Joseph Wesley Beamguard and Louisa Destermonnie Catharine Stephenson. After attending local schools, he began working on the family farm and continued in that occupation for most of his life, he moved to Cover, South Carolina in 1900. After attending local schools, he began working on the family farm and continued in that occupation for most of his life, he moved to Cover, South Carolina in 1900. Between 1894 and 1900, he held the position of clerk of the Senate finance committee and in 1916 became secretary-treasurer and manager of the Clover Cotton Oil Mill and Ginning Company. Legislative service began when he was elected to represent York County, South Carolina in the House for the General Assembly from 1901 to 1902; a Democrate, he was reelected and served from 1903 to 1904, from 1905 to 1906 and from 1911 to 1912. Chosen for the State Senate, he served York in the General Assemblies from 1913 to 1914, from 1915 to 1915, from 1917 to 1918 and from 1919 to 1920. Reelected to the House he represented York in the Seventy-fifth General Assembly from 1923 to 1924. He was once more elected to the Senate and served York in the Seventy-sixth from 1925 to 1926 and Seventy-seventh from 1927 to 1928 General Assemblies. Upon his election as a railroad commission he resigned from the Senate on February 29, 1928; he served in the latter position in until 1935 and was chairman from 1934-1935. While in the House he was on the committees on ways and means from 1901 to 1906 and 1911 to 1912; hospital for the insane from 1903 to 1906; agriculture 1923 to 1924; education 1923-1924; and privileges and elections from 1923 to 1924. Senate committees on which he served were the following: agriculture from 1913 to 1920 and 1925 to 1928; claims and grievances from 1913 to 1916; county offices and officers from 1913 to 1916, chairman 1915 to 1916; engrossed bills 1913 to 1916 and 1925 to 1926; manufactures from 1913 to 1914; privileges and elections from 1913 to 1920, chairman 1918 to 1920; retrenchments from 1913 to 1916; commerce and manufacturers from 1925 to 1928, chairman from 1927 to 1928; pennitentiary from 1925 to 1928; railroads and internal improvements from 1925 to 1928; legislative library from 1927 to 1928; public buildings from 1927 to 1928; and roads, bridges and ferries from 1927 to 1928. Other offices and memberships he held included commissioner of elections for York in 1896, supervisor of registration for York in 1898 & 1900, senior elder and decon of Clover Presbyterian Church, and member of the Masons Junior Order United American mechanics and Woodmen of the World. On April 2, 1895 he married Mittie Dorsett. They were the parens of one daughter, Bleeker, who married James Edward Kennedy. Hon. James Emmit Beamguard. Present state senator from York County, James Emmit Beam- guard has for many years been one of the solid and substantial citizens of the wealthy and rapidly growing Town of Clover, the leading business center in the upper part of York County. The Beamguards in South Carolina have always been farmers and planters, though their other qualities have frequently led them into public affairs. Senator Beamguard was born April 9, 1869, in York County, at the family home 2^ miles south of Clover. This old homestead was settled by his grandfather, who was born of Scotch parents and came from the north of Ireland, where the Beamguards had lived for some generations. They are, therefore, of the Scotch-Irish stock. Senator Beam- guard is a son of Capt. J. W. and Mona (Stevenson) Beamguard. His father was born in the same locality of York County and served four years as a Confederate soldier, being captain of a company in the Eighteenth South Carolina Regiment. James E. Beamguard had a common school education, and since early manhood his business affairs have been centered at the ancestral Beamguard place south of Clover. Since 1916 he has also played an important role in the business affairs of Clover, being secretary, treasurer and manager of the Clover Cotton Oil Mill and Ginning Company, manufacturers of cotton seed products and ginners of cotton. His political experience and participation in public affairs is a record of many years. From 1894 to 1900 he was clerk of the Senate Finance Committee of the General Assembly, then represented his county in the House from 1000 to 1008, and since 1912 has served continuously as senator from York County. He was re-elected in 1916 and was chairman of the committee on privileges and elections and a member of the committee on rules, agriculture and finance. His name has been associated with much of the important legislation enacted in South Carolina during the last twenty years. Senator Beamguard is a deacon in the Presbyterian Church and teacher of the men's class of the Sunday school, while fraternally he is affiliated with the Masons, Woodmen of the World and Junior Order of United American Mechanics. He married Miss Mittie Dorsett, of York County, on April 2, 1895. Their daughter, Miss Bleeker Beamguard, graduated with the class of 1919 from Chicora College at Columbia.
