Frank McDowell was one of the most prominent of the early day citizens of Columbus, coming here soon after the Civil War. He was the second postmaster of Columbus and resigned that office and was elected probate judge. He founded the Working Man's Jourunal, the first Columbus newspaper. He also founded the Columbus Courier, the Columbus Times, the Baxter Springs Times, the Galena News and the Weir City Tribune. He susbsequently edited papers in Topeka, Wichita, St. Louis. He was associated with "General" Coxey in the publication of Coxey's paper in Ohio. The United States Biographical Dictionary Published in 1879 - Page 258-259 James Franklin McDowell - Galena James F. McDowell was born April 11, 1843, in Mongomery county, Indiana. His father was C. C. McDowell, whose biography is publised elsewhere in this volume, in which will be found the family genealogy. He received merely a common school education in Indiana, and when about to enter college was diverted from that purpose by the breaking out of the war. He enlisted in Co. G., 26th Indiana Infantry, serving from July 27, 1861, to January 11, 1866. His first term having expired in 1864, he re-enlisted as a veteran, February 16, 1864. He participated in the battles of Prairie Grove, the siege of Vicksburg, Sterling Plantation, Louisiana, and other engagements. The regiment operated in Arkansas, Missouri, Mississippi, Louisiana, Texas, and Alabama. He lost two years of service because, being an expert clerk and business man, he was employed in clerical duties in several departments; part of the time in the quartemaster's, provost marchal's, freedman's bureau and department head-quarters. On retiring from the army he immigrated to Kansas, located in Cherokee county, and for about three years was engaged in farming. For a short time he worked in a newspaper office, and in November 1869, was appointed probate judge of Cherokee county to fill a vacancy. In 1870 he was elected to the same position, which he held until August, 1872, when he resigned. Having some time previosly taken charge of a newspaper, called the "Workingman's Journal" he found the duties of the office of judge and editor too laborious, and resigned his official position so as to enable him to devote his whole time to the newspaper. He continued to conduct his paper until the fall of 1874 when he disposed of it and established the "Columbus Courier." This paper he edited until the spring of 1876, when he disposed of the establishment and removed to Monmouth, Illinois. There he remained until the spring of 1877, when he returned to Kansas and located at Galena and was employed as editor of the "Galena Miner" until February, 1878; he and his brother A. W. McDowell, then purchased the office and continued to conduct the business. All the papers with which he has been connected have been independent in politics, and mainly devoted to the protection of the rights of the pioneer settlers on the Cherokee "neutral lands." He is a member of the Maosonic fraternity. He was brought up in the religion of the Methodist Episcopal church, and has for several years been an active member of that organization, in which he has held several official positions. He has always been an anti-slavery man, and favors the principal of univeral freedom. He was married at Columbus, Kansas, March 26, 1870, to Miss Hattie E. Hall, daughter of Joseph T. and Mary L. Hall and granddaughter of Hon. Andrew Stewart, one of the most distinguished members of Congress from Pennsylvania. She is a member of the Methodist Episcopal church. They have three children, only two of whom survive: Carrie Edna and Pearl Orpha. The son, Wilbur Roy, died when but nine months old. Note: After this was written & published, Frank & Hattie had four more children; two sons that died in infancy , a daughter Zoe who grew to maturity and their youngest, son, Carl who died as a young man. They were divorced by 1900 and Frank moved on to marry Sarah A. Fuller Peppin. He 'adoped' her daughter Anne and they had four more children: Jack, Golda, Harry and Frank. They were residing in Mount Carmel neighborhood of Saline County, Arkansas at the time of Frank's death in 1912. Sarah moved the family back to Kansas where she married widower, John A. Pollack.
