He was born in Hillsville on February 16, 1902, and was the son of the late William Daniel Tompkins, Attorney, and Sally Kincannon Green. He was the fourth generation in the practice of law, which he studied in his father’s law office. He graduated at Fork Union Military Academy, then studied at the College of William and Mary, and attended the University of Virginia School of Law in 1931. He was a member of Thomas Jefferson Society of Alumnae and Pi Kappa Alpha Fraternity. He was a member of the Virginia State Bar for over 60 years, having passed the bar in 1924. In 1938, he was elected the first Elder of Hillsville Presbyterian Church. He served on the Board and as President of the First Carroll County Bank in 1938, which is now Nations Bank. He was a charter member of the Rotary Club and vice-president of the Virginia Bar Association. He believed massive resistance to segregation was illegal in the state of Virginia. He served two terms as President of the Carroll County Democratic Party. He retired from the practice of law in 1982 after 58 years. Survivors include his wife of 55 years, Mildred Perkins Tompkins; a son, Judge James Lucas Tompkins III of Hillsville; a daughter and son-in-law, Mrs. Rosamond and John H. Foote of Manassas; four grandsons, J. L. Tompkins, John Daniel Tompkins, Nathaniel T. Foote and Samuel Foote. A sister, Mrs. Ellen Apperson of Richmond; three nieces, Miss Sara Apperson and Mrs. Elizabeth Apperson Ramsey of Richmond and Mrs. Katheryn Holder of Keysville; two nephews, the Rev. Thomas W. Apperson of Lewisburg, WV and Attorney Edward Early of Charlotte Courthouse and seven great-nieces and great-nephews. Funeral services will be at 2:00 PM Friday, November 15, 1996, at Hillsville Presbyterian Church, conducted by the Rev. James Carpenter. Interment will follow in Wilkinson Memorial Cemetery. The family will receive friends from 7 to 9 PM Thursday at Vaughan-Guynn-McGrady Chapel, Hillsville.
