Description	:	James Pannell was elected first president of the Mutual Fire Insurance Company of Harford County. He was born in Baltimore in 1784, unusually well educated, having traveled extensively and settled in Harford County with his wife, Susannah, near Churchville around 1813. He was a gentleman farmer, director of several institutions and settled many estates in the County. From a Mutual Fire Insurance Company Booklet printed for their 100 year celebration in 1950. Newspaper article about the homily given by Rev. William Finney at James Pannell's memorial indicates he was a wonderful man who had overcome an invalid condition (unknown source) that he had when he arrived in Harford County with his wife forty years before his death (say about 1813 or 1814). It was through discipline and rehabilitation that he overcame this condition. Article would have been published soon after his death in December 3, 1854, probably by the Harford County Aegis. I saw a copy of this article in Emily Pannell's note book at the Maryland Historical Society Special Collection Box MS-2222. James letter to his father confirms he was stuck by a debilitating decease which he indicates resulted from unhealthy conditions in Baltimore City. James Pannell, according to his Will purchased his "Plantation" as he called it from Joseph Browley by deed dated June 4, 1817 (Liber HD No. 1, Folio 7, Harford County Court). The two properties were called "Goodneighborhood" and "Out Quarter." James Pannell - Policy from Mutual Fire Insurance Company (12-10-1846) Home Place description - located 6 miles northeast from Bel Air - Home is a 2-story stone dwelling about 35 feet front, 24 feet deep with double porch on south front about 35 x 8 feet and a 2-story kitchen attached that is 23 by 21 feet - Stone barn, 2-stories high, 43 feet square about 150 feet northeast of dwelling - Second stone dwelling, 33 square feet with basement used as kitchen and has 2 porches 1x8 feet. James Pannell was a Member of the Uniform Volunteers Company under the Command of the Fifth regiment of Maryland Militia, known by the name of the Baltimore Independent Blues, dated February 2, 1808 and signed by Standish Barry and John Roberts, Captains. In 1813, a letter from James to his Wife indicates he was suddenly called to Baltimore for service during the War of 1812. James' portrait also painted by Arthur Armstrong of Lancaster, Pa., dated September 28, 1848 after his wife , Susannah Pannell was painted in November 26, 1838, for their thirstiest and fortieth wedding anniversary. JAMES McCULLOH PANNELL, one of their sons, married CATHARINE MARIA WENTZ of Lancaster, PA. who's sister was married to the portrait artist, Arthur Armstrong. Susannah Scheaffer Pannell was probably from Baltimore as that is where they married and then later moved to Churchville, Harford County. Last Will In James Pannell's will dated October 25, 1852, Pannell intends to free several of his Negro slaves including their children and to pay them $30 each at such time as they are freed, he names: Susan (at time of his death), Charlotte (two years after his death), Matilda (two years after his death), Toby (two years after his death), and Harriet - born December 14, 1848 - (to be freed at age 16). Pannell's Will also mentions freeing several run away slaves and to not make efforts to arrest them including: Frank, Harry, Ephriam, and Milcah. His plantation (purchased from Joseph Brownley on June 1817 - Liber HD No. 1, Folio 7 of Harford County) was to go to his son William Finney Pannell who was his executer of the Will. Grandson James Edward Pannell, son of James McCulloh and his daughters are also mentioned in his Will.
