Description	:	Moved from Rochester, Mass, to Wayne, Me., then to Fairfax (now China) in 1803 or 1804. Member of Massachusetts Legislature from District of Maine. First Postmaster of China, First Town Clerk of China. Moved to Calais, Me. In 1817, Japheth Coombs Washburn presented a petition from some of the town's people for incorporating the northerly part of the town of Harlem, part of Winslow and Fairfax, to be called China. On February 5, 1818, this was enacted. In 1820 Harlem was annexed to China.About 1821, incorporation of China Academy was procured by Japheth C. Washburn while a member of the Massachusetts legislature. Schooling was first held in a small building at China Village. The first Academy building was erected in 1828 and stood until 1887 when it was torn down and a new building, of the new consolidated school on the Pond road. J. C. Washburn also obtained the bell for the Academy from Thomas L. Winthrop, late lieutenant Governor of Massachusetts (1850) as a present. It was made by Paul Revere and cost 78 dollars.
