Jill Ann Klemetsrud was born in Devils Lake, ND, on May 18, 1948, to Neil and Shirley Jean (Sibley) Klemetsrud. She attended Devils Lake schools and Lake Region Jr. College before earning a bachelors degree in food and nutrition from North Dakota State University, Fargo. Following graduation, she completed an internship at Oklahoma State University and then moved to Anchorage, Alaska, where she worked in Native American Indian Health Services from 1971 to 1972. Returning to Devils Lake, Jill married John F. Leppert of Sarles, ND, at the First Methodist Church, Devils Lake, Nov. 24, 1972. The couple had a son, Sean, and a daughter, Sarah, who were the lights of Jill's life. While John farmed near Sarles, Jill worked as a clinical and public health nutritionist in the area for many years. They moved to Bismarck in 1997, when Jill accepted a position with the North Dakota Department of Health and John with the North Dakota Department of Agriculture. A loving mother, wife, daughter, sister and friend, Jill was dedicated to her family and reveled in the accomplishments of those she loved. A gifted quilter, she was an active member of the Capital Quilters and the Needlers Group. She loved to entertain family and friends and was a fabulous cook. She enjoyed reading, theater, music and art, and although she was a world traveler, she preferred being home. Jill also enjoyed working for her community, both professionally as a state nutritionist or as a volunteer for the March of Dimes. The first nutritionist hired for the North Dakota Supplemental Food Program for Women, Infants and Children (WIC program), she became known as the "grandmother of the WIC program" for her 30 years of dedicated service to improving the lives of low-income mothers and children. She spent more than 20 years coordinating and directing the WIC services in the Rolette County and Turtle Mountain WIC Programs before becoming a state nutritionist in 1997. For the state, Jill wrote an innovative research grant on motivational interviewing, and conducted research with the Harvard School of Public Health that led to three nationally published articles on North Dakota WIC diets. She helped create an educational video used by WIC, Head Start and child care agencies on parent/child eating responsibilities. Jill also found many ways to help local staff deliver quality services¬. These included the Pick-WIC Papers (a client monthly newsletter), staff packets with ideas for monthly nutrition topics, and new educational resources for staff to use when counseling families. Jill chaired a number of committees involving local WIC staff and very much appreciated the experiences and talents each brought to the table. A natural leader, she was well liked and respected by co-workers, who often sought her counsel and enjoyed her humor. An officer in the North Dakota Dietetic Association and the North Dakota Nutrition Council, Jill chaired the Healthy Start Board and was actively involved in a number of committees of Healthy North Dakota. She was the first state nutritionist to serve as president of the National WIC Association (NWA) and served on a number of other NWA committees. In 2004, she testified before the U.S. Senate Committee on Agriculture, Nutrition and Forestry regarding the Child Nutrition Act. Over the years, she received a number of certificates of appreciation from the USDA for exemplary service and dedication as a member of a variety of committees and work groups. An outspoken advocate of breast-feeding, Jill successfully implemented the statewide biennial breastfeeding conference and conducted a number of training sessions for health professionals. She also offered legislation in the recent legislative session to ensure a woman's right to nurse in public and to encourage employer support of nursing mothers. Jill leaves her husband, John, who, in her words, was "a handful;" her children, Sean and Sarah; her mother, Shirley Jean Klemetsrud, Devils Lake; a sister, Jane Klemens and her partner, Russ Fredricks, Bessemer, Ala.; five brothers and sisters-in-law: Jay and Jeanne Klemetsrud, Devils Lake; George and Helen Klemetsrud, Coleharbor; Mark Klemetsrud and Connie Walter, Lincoln, Neb.; Mike and Kandace Klemetsrud, Devils Lake, and David and Susan Klemetsrud, Camas, Wash.; a sister-in-law, Ruth Dewald, Devils Lake; many nieces, nephews, great-nieces, and great-nephews. She was preceded in death by her father, Neil Klemetsrud, and brother, Kirk Klemetsrud, Devils Lake. A memorial service will be held at 1 p.m. Friday, Oct. 14, at Parkway Funeral Service, 2330 Tyler Parkway, Bismarck. Burial will be at Devils Lake. A time of sharing and gathering with the family will be held from 7 to 9 p.m. Thursday at Parkway Funeral Service. The family prefers memorials be made in Jill's name for the Ruth Meiers Hospitality House, Bismarck.
