He was born in Norwich, the son of John F. and Abigail (Fogarty) Shugrue and graduated from Norwich Free Academy. Joe served with the 15th Army Air Force during World War II. He was born in Norwich, the son of John F. and Abigail (Fogarty) Shugrue and graduated from Norwich Free Academy. Joe served with the 15th Army Air Force during World War II. He was a staff sergeant assigned as a B-24 nose turret gunner in the 484th Bomb Group based in Italy and earned the Air Medal with two Oak Leaf Clusters and the European Medal with eight Stars. In remembering the war he said, "Those were interesting times. I figured I might get killed - and I tried not to worry about it." Joe flew 28 combat missions, bombing military and industrial targets in Germany and Eastern European countries allied with Germany. He married a marvelous Norwich girl named Mary Mumford and has six children and six grandchildren. Joe graduated Magna Cum Laude from Catholic University in 1952 and went on to complete a Master's Degree in history. In June 1952, he was enrolled in Phi Beta Kappa in recognition of high attainments in liberal scholarship. Originally intending to become a teacher, Joe instead joined the fledgling Central Intelligence Agency in 1953 and served with distinction in a variety of posts during his 34 year career with the agency, including chief of the Detroit field office and chief of the New York City field office and then Chief of the Domestic Collection Division which included offices in many major cities in the US. Finally he traveled extensively as a member of the staff of the Inspector General. He was awarded the Intelligence Medal of Honor in 1986 and retired in 1987, heading his own consulting business, Marian Associates, for several years. Joe had a special interest in fighting poverty in America, and he instilled his own deep compassion in the hearts of his children. All proceeds from a small Christmas tree farm that he owned while living near Detroit went to charity. He enjoyed taking his grandchildren with him when he volunteered with Food For Others in Northern Virginia, picking up and delivering donations of food, and he served as president of Catholics for Housing, a nonprofit organization which supports affordable housing in northern Virginia. Joe was devoted to his family and friends and nurtured, over the space of six decades, four German Shepherd mix dogs who were his boon companions. In his spare time, Joe enjoyed carpentry, serving as a lector at his parish church, and writing columns and stories which were printed in a variety of publications. His personal favorite was "St. Patrick and the Hurricane” which was published in the Four County Catholic, Diocese of Norwich, and recalled the restoration of the stained glass window of St. Patrick after the 1938 hurricane. His most numerous contributions were to Fifty Plus Magazine which published articles about his war experiences, his Depression-era memories of his father, and a humorous reminiscence called "Striking Out with Casey" about reciting "Casey at the Bat" in a high school speaking contest. His short fictional story "I Really Love Christmas" was published in Maneline, a monthly parish magazine for St. Mark's in Vienna, VA, and was Joe's answer to Christmas naysayers, defending the time of year that was his favorite above all others. A Mass of Christian Burial will be celebrated at St. Patrick’s Cathedral in Norwich, CT, on Wednesday, October 7, at 10AM. Burial will be at St. Joseph's Cemetery. In lieu of flowers, donations in his memory may be made to the Shugrue Scholarship Fund at Northwest Catholic High School, 29 Wampanoag Dr, West Hartford, CT 06117.
