Read More	Exeter News-Letter Friday, September 22, 1899 (page 2) DEERFIELD, September 20. - Josiah Herbert Whittier, of Rochester, well known throughout the state by his work in behalf of public libraries, died last Thursday of consumption at his boyhood home in this town. He was born in Deerfield April 25, 1860, the oldest of three children of Addison S. and Susan F. (Robinson) Whittier. He was educated in our public schools, at the Raymond high school and at Coe's Northwood Academy, then engaged in teaching. In January, 1882, he went into the Amoskeag mills at Manchester, and in October of the same year became assistant clerk of the Cocheco woolen manufacuring company at East Rochester, a position he had since held. He was a delegate to the constitutional convention in 1889. He was a prime mover in securing the enactment of the legislation of 1891, which provided for the appointment of a commission for the purpose of encouraging the establishment of public libraries by extending aid from the state treasury. On January 5, 1892, he was appointed a member of the commission for the term of four years, and at the end of that time was reappointed, having been secretary of the commission since its organization. In 1893 Mr. Whittier issued a pamplet for free distribution, which advocated the plan of making the support of town libraries compulsory, and two years later he had the satisfaction of seeing the proposed plan embodied in a state law. He took an active part in the organization and maintenance of the East Rochester reading rooms association, which was started in 1883 for the purpose of supporting a free library and reading room. He was a trustee of the Rochester public library, a member of Humane lodge, A. F. & A. M., Orphan council, Palestine commandery, and the order of the Eastern Star, Cochecho lodge, I.O.O.F., and the Rochester grange. The funeral was held here Saturday afternoon. Rev. Mr. Nelson, of the Free Baptist church, officiated and the bearers were C. E. Maynard, A. G. Ladd, S. B. Hayes and S. S. Forsaith.
