Description	:	Joy had lived and worked in the Bailey area most of her life. She attended Gunnison County High School; University of Colorado; American School of Real Estate; and Jones Real Estate College. Joy spent most of her life serving the public as either an elected official or in a volenteer governmental capacity. She worked for the Park County Re-1 school district in Bailey as an administrative assistant to the superintendent of schools from 1968 to 1970. She left the school district in 1971 to become Park County Clerk and Recorder, a position that lasted for 5 years and led into her election as... She attended Gunnison County High School; University of Colorado; American School of Real Estate; and Jones Real Estate College. Joy spent most of her life serving the public as either an elected official or in a volenteer governmental capacity. She worked for the Park County Re-1 school district in Bailey as an administrative assistant to the superintendent of schools from 1968 to 1970. She left the school district in 1971 to become Park County Clerk and Recorder, a position that lasted for 5 years and led into her election as a Park County Commissioner, serving from 1981 to 1984. In 1984 she was appointed by then Governor Richard Lamm to the Board of Assessment Appeals, and served there until her death. Besides her full time jobs Joy was active with several volunteer boards and benefits. She is survived by her husband, William H. Hoover; Two sons, Bruce John and David Art; her daughter, Joette Riley; her mother, Janet V. Templeton; her sister, Julia Hooker; brother, Jay A. Templeton; two step-sons', Christopher and Todd Hoover; and four grandchildren.
