Goad, 89, of Bowling Green died at 10:30 p.m. Jan. 19, 2005, at his home. The Scottsville Kentucky native was an Attorney-at-Law and Judge. He had formerly served as the County Attorney, Allen County, Kentucky; City Attorney, Scottsville, Kentucky; Commonwealth's Attorney, 8th Judicial Circuit, Allen and Warren Counties; Chairman of the Workman's Compensation Board for 8 years; Circuit Judge, 49th Judicial Circuit from 1970-1984; Administrative Judge for the Green River District. Judge Goad was a 1932 graduate of Scottsville High School; a 1938 graduate of the University of Missouri; received his Juris Doctor from the University of Louisville Law School; Graduate of National Judicial College, University of Nevada, Reno; graduate of General Jurisdiction, and a 1981 graduate of New Trends. He was a U.S. Army Veteran having served in WWII; a graduate of Military Government School, Fort Custer, Battle Creek, Michigan; a graduate of the Criminal Investigation School, Fort Sam Houston, San Antonio, Texas; graduate of Counter Intelligence School, Fort Meade, Maryland. Judge Goad served as a Special Agent Army Intelligence Sixth Service Comm. Chicago and Detroit; Special Agent during the Organization Conference, United Nations, San Francisco in 1945. He was a member of the Scottsville United Methodist Church; Member of the Board of Directors, Farmers National Bank, Scottsville, Kentucky from 1956 to present; was Attorney of Council for Cole & Moore Law Firm of Bowling Green from 1984 to present. He was a son of the late Laura Kemp Goad and Frances R. Goad, Sr. a sister, Laura Katherine Turner and brother, William R. Goad precede him in death. Visitation is scheduled from 3:00 pm to 8:00 pm Friday, January 21, 2005 at Johnson-Vaughn-Phelps Funeral Home and from 12 noon to service time on Saturday, January 22, 2005 at the Scottsville United Methodist Church. Funeral services are scheduled for 2:00 PM Saturday, January 22, 2005 at the Scottsville United Methodist Church with burial in Crescent Hill Cemetery in Scottsville. Funeral arrangements are under the direction of Johnson-Vaughn-Phelps Funeral Home. Expressions of sympathy may take the form of contributions to the BG/WC No-Kill Animal Shelter P O Box 1456 Bowling Green, KY 42102 or to the American Heart Association. Survivors include his wife, Pat Howell Goad of Bowling Green; one daughter, Margaret Goad Hawkins of Ponchatoula, Louisiana; two sons, Warren Hutchins Goad of Marion, KY and Frank R. Goad, III of Lexington, KY; one brother, Robert S. Goad of Gainesville, FL; six grandchildren and three great grandchildren also survive.
