Description	:	Kathleen Joan (Devine) Fraser was born on April 12th, 1953 in Algona, Iowa to Charles B and H. Joan Devine. She attended St. Cecelia's grade school and graduated from Algona High School in 1971. She was an incredible singer, and during high school, she joined a local band called 'Freedom Road' as their lead singer. By joining that band, she met her future husband and lifelong best friend, Dale Allen (Fred) Fraser. They were married on April 27th, 1973. Read More	Kathleen Joan (Devine) Fraser was born on April 12th, 1953 in Algona, Iowa to Charles B and H. Joan Devine. She attended St. Cecelia's grade school and graduated from Algona High School in 1971. She was an incredible singer, and during high school, she joined a local band called 'Freedom Road' as their lead singer. By joining that band, she met her future husband and lifelong best friend, Dale Allen (Fred) Fraser. They were married on April 27th, 1973. In 2011, they were both inducted into the Iowa Rock and Roll Hall of Fame. Kathy worked at the Algona hospital in the X-Ray lab, was a bookkeeper, and Deputy City Clerk of Whittemore for several years. She started her own business helping to start small businesses and creating websites. She served on the Whittemore City Council for the last few years, and was the unofficial "Queen of Whittemore". She loved Whittemore and working to make it a beautiful and welcoming town. She was proud to raise three daughters and taught them to be loyal, generous, and strong. She lived for her six grandchildren. They were the light of her life and she was a fantastic grandma. She was happiest cuddled up with them, sneaking them treats, listening to their wild tales, and laughing until she cried. She had an unforgettable sense of humor. She was passionate and sharp and a force of nature. There will never be another like her. On October 18th, 2013, Kathy passed away at Kossuth Regional Health Center, just two months to the day after her husband Dale (Fred) died. They just couldn't stand to be apart. Left to miss her terribly are her daughters Amy (Simon) Windmill, Molly (Dan) Hoffard, Suzie (Jason) Brownell, former son in law David Rudder, and grandchildren Sam, Charlotte, Lucy, Charlie, Grace and Jacob. She is also survived by her mother, Joan Erpelding, her brother Mike Devine, sister, Colleen Devine, and beloved baby sister Tracy (Tony) Harmon. She was preceeded in death by her father CB Devine, brother, Chuck Devine, sister Sherry Harmon, and husband Dale Allen (Fred) Fraser. What a reunion that must have been. She was married to Dale Allen Fraser, who sadly died just 2 months exactly before she did. His ashes were buried with her.
