He had suffered a heart attack 10 days ago and had been hospitalized since that time. The son of Horace H. and Lillie Mae Barcus Francis, he was born April 13, 1924, at Richmond, Mo. A resident of Ottumwa since 1954, he operated his own shop and was a member of the Electricians Local. He served in the U.S. Coast Guard three and a half years in World War II in the South Pacific. Mr. Francis became well known to Ottumwans in recent months, because of the part he played in cases resulting from the Woody’s Boat Club affair. He took a prominent role in connection with petitions and protests against action of officials and courts. His marriage to Betty Bachman took place April 7, 1954, at Lancaster, Mo. She survives. He also leaves a son, Lynn; two brothers, Horace Francis Jr. of San Leandro, Calif., and Amos H. Francis of Kansas City, Mo.; and two sisters, Mrs. Dorothy Gates of Napoleon, Mo., and Mrs. Marjorie Lewellyn of Glendale, Calif. His parents preceded him in death. The body is at the Reece Funeral Home.
