Description	:	BLOOMINGTON Mona Fay Beard, a former distinguished federal government employee living in Bloomington, died at Frostburg Village Nursing Home on June 29, 2012. Born May 3, 1931, in Bloomington, she was the daughter of the late Harry J. and Edith Mae (Elliot) Beard. She is also preceded in death by sisters, Margaret Beard, Violet Breckbill, Sarah Beard and Minnie C. Beard; and brothers; Winfield, Paul and Dorsey Beard. Born May 3, 1931, in Bloomington, she was the daughter of the late Harry J. and Edith Mae (Elliot) Beard. She is also preceded in death by sisters, Margaret Beard, Violet Breckbill, Sarah Beard and Minnie C. Beard; and brothers; Winfield, Paul and Dorsey Beard. Mona was a 1949 graduate of Bruce high School. She attended Catherman's Business School, the U.S. Department of Agriculture Graduate School and George Washington University, majoring in business administration. She also received graduate credit from the University of Wisconsin. She retired in 1986 from the U.S. Department of Agriculture, having served 35 years with the Agricultural Research Services and the Natural Resources and Conservation Services. At the time of her retirement, she was in charge of employee development nationwide including the teleconferencing and tele-training programs for the Natural Resources and Conservation Services. Before entering the federal government services, Miss Beard worked as a secretary at Westvaco and was admission receptionist at Potomac Valley Hospital. From 1953 to 1962, she volunteered for the Armed Service Hospitality Committee, D.C Government, taking U.S. and foreign military personnel on tour of the Nation's Capital. In the 1980s, she served on the Arlington County Commission on the Statues of Women. Miss Beard received many certificates of merit for outstanding and superior performances at USDA and was honored in "Who's Who of American Women." In 1984 she received a superior award for the development of the Soil Conservation Services Water Quality Training program. Miss Beard belonged to the International Personnel Management Association, National Association of Federal Employee, American Association Retired Personnel, National Genealogical Society, U.S. Capitol Historic Society (Founding Member), National Trust for Historic Preservation, Soil and Water Conservation Society, Garrett County Historical Society, Genealogical Society of Allegany County, National Arbor Day Foundation and the Virginia Genealogical Society. She has been a very active member of Public Citizen and has supported the VFW and the National World War II Memorial under Gen. Woermer. Miss Beard also belonged to the former Gunton Temple Memorial Presbyterian Church. She is survived by her brother; Harry Ray Beard; a niece, Brenda Herndon and husband Dann; great-nephew, Andrew Herndon & Summere and their children Myiah and Maxson, all of Keyser, WV. Family and Friends will be received at the Boal Funeral Home, Westernport, on Sunday, July 1, from 6 to 8 p.m. A funeral service will be conducted at the Boal Funeral Home chapel on Monday, July 2, at 11 a.m., with the Rev. Bart Thompson officiating. Interment will be in Philos Cemetery, Western-port. Condolences may be sent to the family at boalfh.com.
