Paul served in the United States Navy on a Destroyer in the Aleutian Islands during World War II. He graduated from the University of Arkansas in 1952. Paul and his family previously resided in Magnolia and Little Rock before taking the position of Executive Director of Tulsa Urban Renewal Authority in 1962.
