Read More	PHILIP E. STULTZ SR. QUIET, DETERMINED LEADER Philip E. Stultz Sr., 82, formerly of Windham and a community leader in Westbrook for much of his life, died unexpectedly Friday at his winter home in Montserrat, West Indies. Mr. Stultz was born in Westbrook, son of Howard and Mary MacCormack Stultz, and he attended local schools and graduated from Westbrook High School in 1931. He served in the Army in Europe during World War II and received the Purple Heart. Upon his discharge, he and his brother Paul joined their father in the Stultz Electric Works. Over the years, the company developed a specialty of rebuilding electric motors. Mr. Stultz retired in 1978 as treasurer of the firm. During his working years, he was deeply involved in community activities in Westbrook, particularly economic development, said his son, Philip E. Stultz Jr. "He just enjoyed organizing, and he was really interested in industrial development, which sometimes didn't get him any friends," his son said. Mr. Stultz was instrumental in forming a Chamber of Commerce in Westbrook and served on the board of directors after it merged with the Greater Portland Chamber of Commerce. He also was active in the Greater Portland Development Council and was for many years a director of the former Osteopathic Hospital. He served on the board of directors of the Northeast Bank in Westbrook and for several months was interim president. Mr. Stultz's "real love" was the Rotary, his son said. "He got involved in the foreign exchange programs and was active in that, just spurring things on," the younger Mr. Stultz said. The family often had exchange students stay with them for the summer, he said. Mr. Stultz was a president of the Westbrook Rotary Club and served as district governor. He maintained a record for perfect attendance in the club. But Mr. Stutlz did not fit the popular image of a Rotarian as a gregarious back-slapper. "He was not a social type of guy, and that's what was kind of funny about it," his son said. "He was a very quiet, subdued, withdrawn type of person. He was likable and knew a lot of people, but that's the way he was." Mr. Stultz was also a supporter of the Boy Scouts and was awarded the Silver Beaver by the Pine Tree Council. It wasn't until after he retired that Mr. Stultz developed a hobby - golf - his son said. Mr. Stultz built a home near Falmouth Country Club about four years ago after moving there from Windham, and he also played regularly at his winter home on Montserrat, he said. Even on the island, Mr. Stultz was involved in the community, his son pointed out. He helped set up a credit union to aid in development and assisted in establishing a Rotary Club on the island. "He was always seeing what he could do for the community," the younger Mr. Stultz said. As a youth, Mr. Stultz was active in the former Warren Congregational Church. Mr. Stultz leaves his wife, the former Orra Moody; a son, Philip E. Stultz Jr. of West Falmouth; a daughter, Deborah Kirch of Morrisville, Vt.; two brothers, Paul L. of North Windham and Harold A. of Westbrook; a sister, Elizabeth Pride of Portland; and four grandchildren. The funeral will be Monday at 11 a.m. in the Westbrook-Warren Congregational Church. Arrangements are by Hay Funeral Home. Portland Press Herald (ME) - March 28, 1996
