Services will be at 10:30 a.m., Saturday, March 7, at St. Patrick's Catholic Church, Epworth, with the Rev. Dennis Cain officiating. Burial will be in Highview Cemetery, Epworth, where military honors will be accorded by the Iowa National Guard Company A, 1st Battalion, 133rd Infantry. An honor guard will be accorded by the Epworth American Legion Post 650, and the 40/8 Voiture 632 of Dubuque. Friends may call from 2 to 8 p.m., today at Reiff Funeral Home, Epworth, where there will be a wake service at 4 p.m. All Members of the 40/8 Voiture 632 and Epworth American Legion Post 650 are requested to attend in a body at 9:30 a.m., Saturday, at the funeral home. He was born on Aug. 20, 1948, in Dubuque, son of Ronald E. and Inez P. (Koopmann) Silker. He was a 1966 graduate of Western Dubuque High School, Epworth. He married Donna Baty on July 4, 1996, at the Little Brown Church in the Vale, in Nashua. Phil served almost 40 years with the Iowa National Guard Company A, 1st Battalion, 133rd Infantry, with many of those years as their first sergeant, for which he also served with the Governor's Grey marching unit. He was a partner in the family owned business, Silker's General Merchandise. Phil was a community advocate. He saw the value in preserving the history of our ancestors and was proud to serve his country. Phil was the recipient of the 2008 Western Dubuque Alumni of Distinction award. He was very active in the Community, he served as the mayor of Epworth from 1994 to present, as council member from 1990 to 1994, was on the Epworth Community Historical Society where he was serving as vice president, a volunteer on the Epworth Fire Department for 34 years, retiring as captain in 1981, and a member of the Epworth American Legion Post 650. He was a proud member of the Society of 40 Men/8 Horses Voiture 632 of Dubuque County, for which he served as Chef-De-Gare (Commander). He also was a member of St. Patrick's Parish in Epworth. Surviving are his wife, Donna Silker, of Epworth; five children, John Silker, of Altamonte Springs, Fla., Fredric Silker and Alizaya Silker, both of Epworth, Jacquelyne Schulz, of Madison, Wis., and Rebecca Johnson, of Cedar Rapids; six siblings, Ann (Jim) Carillo, of Long Beach, Calif., Larry Silker, Steve Silker and Wayne "Jack" Silker, all of Epworth, Jim Silker, of Lake Mary, Fla., and Paul (Janet) Silker, of O'Fallon, Mo.; and several nieces and nephews. He was preceded in death by a daughter, Jennifer Silker, on May 6, 1972; and his parents, Ronald and Inez Silker. A Phillip W. Silker Memorial Fund has been established.
