Shrauger April 07, 1928 - December 05, 2009 Phyllis Shrauger, the longtime school teacher who became Hoquiam's first and only female mayor, died Saturday morning at the age of 81. The outspoken advocate for the Harbor spent 20 pioneering years on the Hoquiam City Council before running for mayor in 1988, winning an office she would hold for two terms. "She could cook better than just about anybody and be mayor of the town, too," said her son Michael. Shrauger was born on April 7, 1928, in Colville. Michael said she grew up in a farmhouse with very humble beginnings and cooked for the hay crew in the fields. She graduated from high school in Colville and attended Whitman College for one year before transferring to Eastern Washington College to study education, said her husband Jack, whom she married in 1949. The Shraugers have two children (names of living removed per Findagrave rules) The couple moved to Hoquiam in 1950 when Mr. Shrauger took a job at the old Washington School. She taught in the Hoquiam School District herself, mostly sixth grade, for 27 years. "She really cared about her kids and spent a lot of time (with them)," said Ed Rosi, who was her principal at Lincoln Elementary. Shrauger was unique because of "her concern for kids and making sure they got the best education possible," he added. Rosi said Shrauger even began a choir at Lincoln after many children displayed talent and expressed interest. Political mind Shrauger helped break down gender barriers in Hoquiam when she joined Else Korvell as the city's second female council member in 1968, going on to become the city's first female mayor 20 years later. Shrauger was raised by a family full of New Deal Roosevelt Democrats, her husband said. "I almost had to take a blood test to see if I was a Democrat so I could marry her," he said with a laugh. Michael recalled intense political conversations at the dinner table growing up that sometimes became too heated. "We'd get into it and Dad would say, 'There's no more politics to be discussed at Thanksgiving dinner,' " Michael said. Mr. Shrauger recalled the funny circumstances of when his wife decided to run for City Council. The couple had a guest to dinner one evening who asked Mr. Shrauger if he would run for the council. " 'Go talk to my wife,' " he said he told the man. " 'She loves politics.' And that's how it started." There was one other woman on the council at the same time as Shrauger, her husband recalled, and the women were often relegated to tasks such as picking out the paint colors and appropriate trim for new city buildings. However, he said his wife wanted to be part of the group that was planning and constructing the building — doing the "men's work." "Women weren't supposed to be on City Council," he said. "But they didn't have to sit in the background. They were not pushy, but there." Being "in the background" wasn't in Shrauger's nature. "Phyllis was very bright and very assertive," said former Daily World editor and publisher John Hughes. "She was just plain smart and didn't take crap from anybody. (If they did), she would dress them down like they were errant sixth graders." Current Hoquiam Mayor Jack Durney — who was on the Hoquiam Council during Shrauger's tenure — said not everyone was thrilled to have her on the council during the turbulent women's movement. "She was elected when women getting into public office was unusual," he said. "Some people might have resisted that." "one of the best" After 20 years on the council, Shrauger defeated Jack McGuire in a heated race for mayor in 1988. "She was easily one of the best mayors the City of Hoquiam ever had," Durney said. "She was strong, thoughtful and creative." In office, Shrauger had to deal with the closure of the ITT Rayonier pulp mill and its effects on the community. Hughes compared Shrauger to Gov. Chris Gregoire in that both women were trailblazers. He said he remembered covering President Clinton's Northwest Forest Conference in Portland in 1993 at the height of the spotted owl controversy. Shrauger spoke in front of the president, saying she was tired of timber families being characterized as "trailer trash," Hughes said. When Hughes debriefed the president after the meeting, Clinton told Hughes how impressed he was with her. " 'Your mayor is really something,' " Hughes recalled him saying. "I absolutely agreed. It was vintage Phyllis Shrauger, passionately making the case that the human beings caught in the crossfire deserved more consideration — that there had to be a reasonable compromise. … "It was one of her finest hours as Hoquiam's mayor, speaking for all of Grays Harbor," Hughes added. "Phyllis was one of the most committed public servants I met in my 43 years as a journalist." Durney said Shrauger's experience as a teacher also carried over into her tenure as mayor. She made it one of her missions to involve youth in government and public affairs. She also held the position of president of the Associated Cities of Washington State, Durney said. Shrauger twice ran for the Legislature unsuccessfully, according to Durney. Her last attempt at political office came in 2000, when she lost a county commission seat to Dan Wood. In the years since, Shrauger had battled Altzheimer's disease. In her spare time, her family said, Shrauger loved to sew clothes and wedding dresses for her family and was in plays at the Driftwood Playhouse. Her husband said she played Dolly Levi in "Hello Dolly" and was in plays including "South Pacific" and "Love Letters." "She was a ham and she sang real well," he said. "(Theater) was her second life." The Shraugers have five grandchildren and three great-grandchildren. Michael said his mother held an annual spaghetti feed and was active in the Hoquiam Presbyterian Church and its choir. When the couple retired, they traveled all over the world including Turkey, Ireland, England, Scotland, Yugoslavia and Switzerland. However, her true love was politics, her husband said. "Politics was her hobby," he said. "She was just a neat person, kind and gentle. Those who liked her, loved her." A memorial service will be at 2:00 PM on Saturday, January 23, 2010 at Immanuel Baptist Church in Hoquiam.
