Frank was baptized December 28, 1931 at St. Josephs Church, Topeka. He attended St. Joseph Grade School from 1937-1945, High School at the Pontifical College Josephinum in Columbus Ohio 1945-1949, St Benedicts College, Atchison, KS 1949-1953 and the Immaculate Conception Seminary in Conception, MO 1953-1957.
