Oakland, Md., Oct. 15.--Richard T. Browning, 77 years old, member of one of the pioneer families of Western Maryland and prominent for many years in public affairs and a Democratic leader of this section, died here last night from infirmities of age. Mr. Browning was born at Sang Run, then Allegany county, on May 23, 1839, his parents being William and Elizabeth Drane Browning. He lived at Sang Run until 1859, when he moved to Missouri. Returning in 1861 he enlisted in Company I, Second Maryland Infantry, in which he served in the Civil War, being honorably discharged in February, 1864. He re-enlisted in June of the same year and was finally discharged at Baltimore in May, 1865, with the rank of second lieutenant. At the close of the war he returned to Cumberland and served as deputy tax colector[sic] for Allegany county from 1868 to 1871. He took a leading part in the formation of what is now Garrett county, and it was largely through his efforts that the division of Allegany county was effected. Mr. Browning was elected to the House of Delegates on the Democratic ticket in 1875 and became State Senator from this county in 1885, resigning in 1888 to accept the appointment of State Inspector of Mines. He was appointed Fish Commissioner with Charles F. Brooke, Dr. J. W. Downey and Dr. J. H. Wade. He married Miss Harriet C. Twigg, of Cumberland, on April 17, 1864, who with two sons and four daughters, survives. The funeral will take place here Tuesday morning. --- The Baltimore (Md.) Sun, 16 Oct 1916, p3 c4 --------------------------------------------------------------------- Mr. Browning also helped coordinate the first Garrett County fair in 1913, three years before his passing. He created an exhibit of his grandfather Meshack Browning's belongings for the event--for which he won a blue ribbon.
