Baue Funeral Home, St. Charles, Mo. is in charge of arrangements. Bob was a member of the United Methodist Church in Scottsbluff. He was cared for in his home with help from Prairie Haven Hospice, later Nebraska home care. April 2011 he was moved to 316 Seahawk Drive, Lake St. Louis, Missouri to be closer to daughter and her family. He had Missouri home care and Nurses and Company Hospice care in Missouri. Bob was born Feb. 6, 1919 in Gering, son of William Miller Cooper and Alta Mae (Hanks) Cooper. He graduated from Gering High School in 1936. He married Phyllis Janette Fenimore Dec. 25, 1941. Bob served in the United States Navy during World War II, March 9, 1941 to Jan. 25, 1946. He was stationed at the U. S. Naval Training Station in San Diego, Calif. Later he was sent to Okinawa, was there when the war ended. He was honorably discharged as a Chief Disbursing Storekeeper. Bob was Scotts Bluff County Treasurer from 1947 until 1952, at that time he was the youngest County Treasurer that the state of Nebraska ever had. Upon his resignation as County Treasurer he was hired by Phillips 66 Petroleum Co. During his 30 years with Phillips he had many transfers, first to Denver, Colo., then to Greeley, Colo., Phoenix, Ariz., back to Denver, Dedham Mass., Madison, N.J., Atlanta, Ga., his last transfer was to the Phillips’ home office in Bartlesville, Okla. He retired in 1984 and returned to Scottsbluff in 1990. For 20 years he “wintered” in Mesa, Ariz. Bob enjoyed reading, playing bridge and keeping in touch with family and friends through the internet. Bob is survived by his wife: Phyllis, married 70 years; son: Robert Douglas Cooper II of Snellville, Ga.; son: William Bruce Cooper and his wife Kendra (Gordon) of Reading, Mass.; daughter: Janette Faye (Cooper) Kulage and her husband James Robert Kulage of Lake St. Louis, Mo.; grandchildren: Sara Ellen Cooper, Matthew Douglas Cooper, Kenan Gordon Cooper, Conor Gordon Cooper and his wife Colleen (Boylan) Cooper, Jennifer Michelle (Kulage) Craig and her husband Bryan Scott Craig, Jessica Faye Kulage, James Robert Kulage, Jordan Ryan Kulage; and five great-grandchildren: Reesa Grace Cooper, Abigail Paige Craig, Lilliah Grace Kulage, Caleb Scott Craig, Caden Robert Craig; sisters: Doris (Cooper) Hamilton of Cedar Rapids, Iowa, Helen (Cooper) Steele of Thornton, Colo.; sister-in-law: Gwendolyn (Adama) Cooper of Colorado Springs, Colo.; in Scottsbluff: brother-in-law William Lee Fenimore and his wife Mary (French) Fenimore, brother-in-law John (Jack) T. Schafer; also many nieces and nephews. Bob was preceded in death by his parents; his aunt: Faye Hanks; brothers-in-law: James Dale Fenimore, Jack Osborn Fenimore, Charles Hamilton and Lavon Steele; sisters-in-law: Marjorie Jean (Fenimore) Rubottom and Virginia Jodene (Fenimore) Schafer; brother: Reverend William Gerald Cooper.
