Shirley Jean (Goossen) Mittan was born December 4, 1939, at Marion, South Dakota, to Jacob J. and Ethel Rose (Deckert) Goossen. She attended country school and graduated from Marion High School. She attended Sioux Falls College before receiving her bachelor’s degree and master’s degree in food economics from South Dakota State University. On May 7, 1965, she married Raymond S. Mittan at the First Church of God in Marion. The couple lived in Germany and the Black Hills before returning to Brookings. Shirley was a chemist for the South Dakota State University Water Quality Laboratory for over 41 years; she was honored as the Career Service Employee of the Month in 2011. She also owned and operated Star Specialties, an advertising and promotional products company, for many years. Shirley was a member of Morningside Community Church where she was the first and only woman to chair the church corporation. She also served as chairwoman of the church council.
