Description | : | American public servant, politician, reformer and police commissioner of the New York City Police Department. Mr. Acton was the first appointed president of the city's Board of Police Commissioners. During the great Civil War draft riots of 1863, it was Mr. Acton who took on the responsibility of suppressing the uprising after the city's then police commissioner, John A. Kennedy was nearly beaten to death by the angry mobs. Mr. Acton also contributed significantly to the founding of New York City's Fire Department. |
