Mr. Barnard, banker, stockman, farmer, and head of several of the large irrigation projects of the section of Colo. east of Pueblo, died in San Diego, Calif., where he had been for the past 6 months, hoping to regain his health. One year ago Mr. Barnard attended the annual livestock show at Denver, contracted a cold, and soon after began to decline. He came to Pueblo and spent several months at the Minnequa Hospital. Failing to regain his former robust health, Mr. Barnard, under the care of the nurse, went to Calif. where he remained until the end came yesterday. At the time of his health failed him, Mr. Barnard was president of the First National Bank of Fowler; president of the Arkansas Valley Ditch Association; president of the Oxford Farmers' Ditch Association and head of various other organizations. He had various interests, including farms, ranches, and livestock, in addition to business interests in the town of Fowler. Mr. Barnard served Fowler as Mayor for two terms and during that time he did much for the town. It was under the regime of Mr. Barnard and largely through the influence he wielded, that the town secured electric lights, a park, better streets, and numerous other permanent advantages. He was vitally interested in the town where he made his home for so many years and the town in return always looked up to him as a leading spirit in any move for the betterment of the community. He rendered aid in securing numerous of the commercial advantages enjoyed by the town. Mr. Barnard was a particularly active, far-seeing business man and was one of the wealthiest residents of the Fowler district. He had an unusual capacity for work and in addition put his efforts in directions that almost invariably yielded handsome profits. He was progressive to a marked degree. His business was conducted always along the most approved lines, and on his farms are found the very latest devices for saving time and work and making possible the maximum returns. On his farm east of Fowler he installed the finest irrigation pumping system in that section of the state. Characteristics; One of Mr. Barnard's predominating traits is illustrated by a small detail in connection with his construction of the pumping plant, which was admirably housed in a cement-lined building. Extending from the plant was a ditch, of concrete, resting on the surface of the land. The sides of the ditch were about two and one-half feet high, but the canal could be easily scaled by a man. However, Mr. Barnard ordered constructed a cement covering for the canal with steps leading to the top on each side, at a point where it often was desirable to cross to get from the road to the pumping plant. A friend chided Mr. Barnard for his pains, asking him jokingly if he was getting too old to climb over the ditch. The financier replied: 'No, I can get across as easily as anyone, but if I did not provide that handy little crossing I might tear, say, just one pair of pants, ruining a suit of clothes. Those steps cost me only $15.' Mr. Barnard was a member of the Masons, Elks, and Odd Fellows lodges. Thirty-five years ago Mr. Barnard came to Colo., locating with his father on a ranch fourteen miles north of Fowler. Five years later he went to Pueblo. He leaves a brother, J. M. Barnard, a farmer, residing near Fowler; a sister, Mrs. Alice Steele of Pueblo; a sister, Mrs. William Campbell of Holbrook, Colo., and two sisters, Amy and Nan, living in Calif. His mother lives in Calif. A cousin, W. T. Barnard lives at Fowler. The body will be brought to Pueblo for interment. Pueblo Chieftain
