He was the son of John J. Halligan and Carrie(Swenson)Halligan. He graduated from North Platte High School, and from the University of Nebraska with a BA in 1915, and a law degree (LLB) in 1917. While at the University of Nebraska, he was a member of the Cornhusker football team, captain of the team in 1914, and an All-American tackle. He was the son of John J. Halligan and Carrie(Swenson)Halligan. He graduated from North Platte High School, and from the University of Nebraska with a BA in 1915, and a law degree (LLB) in 1917. While at the University of Nebraska, he was a member of the Cornhusker football team, captain of the team in 1914, and an All-American tackle. He married Louise Ottenstein on 19 May 1920 in North Platte.They had daughters Marcia Ann and Jean Lucile. He has admitted to the Nebraska Bar in 1919. From 1919 to 1937, he was with the law practice of Halligan, Beatty & Halligan in North Platte. In 1937, he became senior partner of law firm of McIntosh & Halligan. He was a Captain in field artillery in the US Army during World War I. He retired in 1965, and later donated land that was a key factor in the organization of Mid-Plains Community College.
