Walter Carlyle Starr was born on August 1, 1920 in Maquoketa, Iowa, to Joseph Walter and Nellie (Kitts) Starr. He attended school in Andrew and then served his country as a Navy veteran in the military where he earned his GED. He married Ida Evinger on May 3, 1969 in Muscatine, Iowa. Upon receiving his honorable discharge, he returned to the Maquoketa area where he worked for Clinton Engines in Maquoketa for over 15 years. He then worked as an electrician for IBEW Local #145 in Rock Island, retiring in 1982. Walter C.
