He was born April 10, 1921, near Blakesburg to Oliver and Effie Ritter Millard. He married Isabel Clark on May 28, 1962, in New York City. Millard, 90, formerly of 1213 Richmond Ave., died at 12:15 pm July 10, 2011, at Vista Woods Care Center. He was born April 10, 1921, near Blakesburg to Oliver and Effie Ritter Millard. He married Isabel Clark on May 28, 1962, in New York City. A graduate of Blakesburg High School in 1938, he served in the U.S.Maritime Service prior to enlisting in the U.S.Navy. In December 1944, he received a medical discharge from the service. He was employed by the U.S.Postal Service for 30 years in New York and Ottumwa. In Ottumwa, he served on many local community organization boards and committees: Southern Iowa Economic Development (SEIDA), Ottumwa Housing Authority, Ottumwa Area Development Corp.(OADC), South Iowa Labor Caouncil, Wapello Mutual Insurance Association, Branch #447 National Association of Letter Carriers(NALC), TPA, Ottumwa Elks Lodge #347 and served as Exalted Ruler two times. He was a member of O.B.Nelson Post #3 American Legion. He organized the committee that promoted and built the Legion Memorial Baseball Field and he was inducted into the Iowa American Legion Baseball Hall of Fame. He was a life member of the Ottumwa Chapter of the Disabled American Veterans(DAV). He owned and operated the Wayne L. Millard Insurance Agency for 20 years. In 1983, he organized the Food Bank of Southern Iowa, Inc. and served as Executive Director and/or Board Chairman for 25 years, retiring due to health reasons in April 2008. His time was 100 percent donated. Surviving are his wife, Isabel; a daughter, Karen Millard of Brooklyn, N.Y.; a granddaughter, Kristen Donion of Albany, N.Y.; two sisters, Gladys Anderson of Mesa, Ariz., and Carol Millard of Sun City, Ariz.; three nieces, Patricia(Forrest)Mauritz of Dubuque, May Lynn(Dean)Jordison of Gilbert and Marcia(Dennis)Henderson of Clive. He was preceded in death by a brother, Vern Millard. Funeral services will be 1 pm Friday at Reece Funeral Home with Rev. Timothy Dawson, Chaplain ORHC, officiating. Burial will be in Brooks Cemetery, west of Ottumwa. Visitation will begin at 11 am Thursday with the family present from 6-8 pm Thursday. Memorials may be made to the Food Bank of Southern Iowa, Inc.
