He was born Monday, November 1, 1915 at Junior, West Virginia son of the late Delbert Lemeul Phillips and Bessie Rhinehart Phillips Bennett. He was born Monday, November 1, 1915 at Junior, West Virginia son of the late Delbert Lemeul Phillips and Bessie Rhinehart Phillips Bennett. On November 24, 1937, he was married to the former Norma Evelyn Wiseman, who preceded him in death, May 25, 2000. Surviving are two sons, Leonard H. Phillips, and Willard Lewis "Bill" Phillips, Jr. and wife Jenny Nelson Phillips, all of Elkins; five grandchildren, Leonard H. Phillips, II; Kristen E. Morris; Kimberly Lynn Phillips; John N. Gunning and Scott E. Gunning and five great grandsons, Brett, Drew and Joe Morris and Nolan John Phillips, Ryan Gunning; two great granddaughters, Lindsey and Maggie Gunning; two nieces, Connie Varner, Charlotte Canfield; and one nephew, Bob Phillips. He was the last surviving member of his immediate family. Preceding him in death is his stepfather, Charles F. Bennett and one brother, Eustace "Tubie" Phillips. He attended the schools of Barbour County and was a graduate of Belington High School with the Class of 1933. He ran a small restaurant from 1933 to 1939 and was employed by the WV Coal & Coke Company at the Mines in Junior from 1936 to 1939. He was a Manager for the Moose Club from 1939 to 1940 and was a manager for the Elk's Club from 1940 to 1944. He was also a part owner of the Officer's Club from 1942 to 1944 during Maneuvers in the area. He then purchased Phil's Restaurant, which he owned and operated from 1944 to 1967. He also Co-owned Randolph Motor Company in 1945, selling NASH Automobiles. From 1944 to 1946 he owned a Wholesale Food Company and was the Owner and Operator of the Elkins Cab Company beginning in 1957. He was an officer on the Board of Directors of Stonewall Jackson Life Insurance Company and the Diversified Mountaineer Corporation. He helped form and was President of the Diversified Savings & Loan Company of Elkins from 1959 to 1968. He then retired to Bradenton, FL during the late 1960's. He then formed the Phillips & Green Construction Company in Manatee County, Florida, building and selling new homes. He returned to Elkins in 1992 and was a member of the Otterbein United Methodist Church. The family and friends were received at the Lohr & Barb Funeral Home of Elkins from 6 to 8 PM, Saturday. Final Rites will be conducted at the funeral home chapel, Sunday, February 3, 2008 at 2 PM. The Reverend Dr. Ken Shiflet, the Reverend Mark Houser and the Reverend Michael Richards officiated and interment followed at the Knights of Pythias Mountain View Cemetery at Junior, WV.
