Mr. William Chapman, a volunteer in the 23rd Massachusetts Regiment, has sent us a letter from Newbern, N.C, in which he complains of the failure of his wife and four little children, who reside in Central Falls, to receive the aid which was promised them and which he supposed they would receive when he enlisted and which determined him to enlist. His certificate was accepted to Pawtucket and everything progressed satisfactorily until the change in the border line between Massachusetts and Rhode Island took place, since which time his family have received no assistance. He says he has served Massachusetts faithfully, and I endured many hardships to sustain her laws, and is ready to meet her enemies again whenever called upon to do so, but he would ask nothing from that state or any other state if his pay was sufficient to support his wife and children. Ten dollars a month, he says, will not go far in supporting five persons, and that is all he can possibly send them. He can bear fatigue and exposure and encounter danger without complaining, but the thought of having the morsel of bread which was promised to them in his absence, almost discourages him. He considers himself still in the service of Massachusetts, and that state to be bound in honor to see that assistance is extended to his family, but if none comes from that source, he feels confident that the people of Pawtucket will not permit them to suffer if the facts are made known to them. He asks nothing for himself, but only for his wife and children, who cannot under present circumstances help themselves. We comply with his request to state these facts in our columns. The case seems to be one deserving of attention, but we do not suppose it is one for which any official or legal relief is provided.
