Description	:	He was the son of Irvin and Evelyn Racer Waters. Due to the early death of his mother, he was raised by his uncle and aunt, Mr. and Mrs. Thomas G. Racer. On October 17, 1945, he married Katherine Irene Cornell of Rappahannock County. He is survived by his wife and three children, Douglas Wayne and Barbara E. Waters, both of Luray, and Randol G. Waters of Knoxville, Tennessee; three grandchildren, Frances and Alicia Waters of Luray, and Bradley C. Waters of Knoxville; and one great-grandson, Kenneth Wayne Knowles of Luray. He is survived by his wife and three children, Douglas Wayne and Barbara E. Waters, both of Luray, and Randol G. Waters of Knoxville, Tennessee; three grandchildren, Frances and Alicia Waters of Luray, and Bradley C. Waters of Knoxville; and one great-grandson, Kenneth Wayne Knowles of Luray. A great granddaughter, Halee Brianna Waters, is deceased. He was preceded in death by two brothers, Elbert and Elwood; and one sister, Lyda Seekford. He is survived by three half sisters, Lucy Stephens of Saint David's Church, Vivian Baker and Delorise Waters; and two half brothers, Leroy and Lemuel, all of Luray. Mr. Waters retired in 1973 after 32 years with Avisco. He was a veteran of World War II, having served in the European Theater, where he was awarded the Bronze Star for heroic achievements in connection with military operations against the enemy in France and Germany. He was a member of the Luray Christian Disciples of Christ.
