He was a former resident of Cumberland. He was a teacher at Surratlsville High School, Prince George's County. Mr. Richards was a member of the Maryland Historical Society and a veteran of World War II. Mr. Richards received his bachelor's degree from Alfred University, Hornell, N.Y., and his master's degree from the University of Maryland. He was working towards his doctorate at Harvard University at the time of his death. *Bill celebrated New Year's Eve 1962 in the Washington, D.C. area. Later he was found mugged, beaten, robbed and thrown into an outside staircase. Not found until the next day, he died from exposure to the severe cold weather.
