Max Kapp Martha Kapp Grace Kapp Chas., Kapp Dies; Former Police Chief Charles Frances Kapp, 78, above, retired Ottumwa police chief, died at 11:15 last night at the St. Joseph hospital. In ill health for several years, he had been taken critically ill earlier in the evening at the home of his son, Leo Kapp at 167 North View avenue. His home was at 202 North Wapello street. He had arrived at the hospital just prior to his death. Mr. Kapp was a city sanitary officer and a member of the Ottumwa police department for 35 years. During that time he held every position on the department, serving as chief at the time of his retirement in 1948. Born in Leavenworth, Kan., in 1877, he came to Ottumwa with his mother as a boy. He worked in coal mines in the Laddadale, Bidwell and Rutledge vicinities before going to work for the city. He was one of the organizers of the Iowa Policeman's Assn., and also belonged to the organization of Iowa police chiefs. He was a member of St. Mary's Catholic church and was a thrid degree member of the Knights of Columbus. He was married to Miss Grace Kitto of Ottumwa in September, 1908. She died April 11, 1943. He is survived by four sons and three daughters: Francis Kapp of Ottumwa, John Leonard Kapp of Ventura, Calif., Mrs. Mary Jewett of San Pablo, Calif., C. Leo Kapp and J. Max Kapp of Ottumwa, Mrs. Martha Barber of Las Vegas, Nev., and Mrs. Grace Rollson of Chicago. Also surviving are 19 grandchildren, and a half brother, Ed Hawks of Ottumwa. Kapp Services Funeral services for Charles F. Kapp, 78, will be held Saturday at 8:30 a.m. at the Traul funeral home and at 9 a.m. at the St. Mary's Catholic church. A soleman requiem high mass will be celebrated by the Rt. Rev. Msgr. W. E. Cullinan, V. F. The Rev. J. J. Collins will be deacon and the Rev. J. M. Mackin, subdeacon. The sermn will be by the Rev. J. F. Hynes. Burial will be in the Calvary cemetery. Members of the parish and friends and members of General Shields council No. 888, Knights of Columbus will recite the Rosary at 8:30 p.m. Friday at the Traul funeral home. Knights of Columbus members will meet at the hall at 7:30 p.m. to go together to the funeral home. Kapp, a former chief of police, died Tuesday evening at the St. Joseph hospital. His home was 202 North Wapello street. Honorary pallbearers will be Ben Ellsworth, Al Martin, Andy Kneafsey, Art Tennyson, Charles Bookin, Joe Flactiff, Guy Day, and Doyle Jones. Active pallbearers will be police department members Lester Canny, C. M. Sheridan, Clayton Casady, Martin Carlson, Roscoe Beghtol, and Martin Carroll.
