He was a native of Baker County and had lived in Jacksonville, Florida, for a number of years before moving back to Macclenny in 1973. He was retired from both the City of Jacksonville and the Florida State Hospital. Mr. Carter was a veteran and served in the U.S. Navy on the USS Speed during WWII. Survivors include his wife of 59 years, Maggie Starling Carter; son, Randy (Libby) Carter Macclenny, Florida; sister, Ethel Rhoden Phillips of Macclenny, Florida; grandchildren, Sandra and Shane Crawford, Jennifer and Nathan Aldridge, Amanda and Richard Rhoden, and Kevin Lauramore; six great-grandchildren. Funeral services were held on Tuesday, August 24, 2004, in the Glen Friendship Tabernacle with Dr. Albert Starling officiating. Interment followed in Long Branch Cemetery, Maxville, Florida. Arrangements by Fraser Funeral Home, Macclenny, Florida.
