Born in Grayson County, April 18, 1890, Waugh was the son of John Blair Waugh and Jennie Perkins Waugh. He was married to the late Hazel Phipps Waugh, also from Grayson County. He is survived by two sons, J.Blair Waugh and Charles R. Waugh, both of Galax and four grandchildren, Charles R. Waugh, Jr., Big Stone Gap; Laton Daniel Waugh, Old Fort, N.C., Laura Jeanne Waugh, Wytheville, and John Barron Waugh, Hillsville. Graveside services were held Monday, Dec. 12 at 2 p.m. in the Felts Memorial Cemetery. The Rev. II Robert Hudson officiated. Waugh was also remembered with a moment of silence during Monday night's Galax City Council meeting.
